Snapshot and configure problem

Hello All,

I have downloaded the latest snapshop because I'm having difficulty in 
getting kdevelop 2 working with QT3. Now I'm having difficulty compiling the 
snapshot.

This is what I type:
./configure --with-qt-dir=/usr/local/qt3

and this is what I get:
checking for Qt... configure: error: Qt (>= Qt 3.0.0) (libraries) not found. 
Please check your installation!

I have QTDIR = /usr/local/qt3 and qt3 does exist.

What have I overlooked?
