doxygen doesn't work

In my projects there are 2 files which seem to be related to doxygen.
There is a file named "Doxyfile"  located in the directory where 
projectapp.cpp etc. are.
There is another file "project.doxygen" in the root directory of the project.

I created both of them and they are identical. I can alter the settings by 
doxywizard and save the files again.

Unfortunately nothing changed in my project.
