kde-config lost

Could some kind soul please email me their kde-config file from the 
$KDEDIR/bin directory? Mine got lost or was never there and I am stuck
when trying to compile kdevelop. 

I know that I almost certainly am in trouble but I can not afford to
upgrade and recompile KDE-2.1b2 right now. This has to wait for a week
but I'd like to get kdevelop-1.4cvs to work again..
