Resizing icons

I realize that this may be a bit OT, but I thought this would be a good
place to ask. It seems that anytime I resize an icon (xpm), in order to
create a mini icon, then the result is not usable by KDE (kfm, kpanel,
etc.). I've done the resizing with kiconedit, gimp, xv, etc. Results are
the same. Does anyone have any suggestions?
