This isn't a bug...
it is a feature ;-)

the Create button will be enabled if you have specified a name for your
project.
Once there is at least one legal letter in the "Projectname:"-edit field
you can press the button...

Having created a project you should be able to create a new dialog,
and after creation of a new dialog you will be able to see widget
elements and put them in your dialog.
