I am just a newbie, but I think that you need the source files for
kdelibs. Did you build kdelibs from source or install a binary rpm? If
you installed from source, then during configuration, at install or
later from menu, you just point to the kdelibs source dir in the
dialog. Kdevelop will then build the doc from those sources.
