The builds actually fail right now, that's why there are no new artifacts.

The Release builder is building the latest release of KDevelop, thus it's 
basically equivalent to what we're uploading to download.kde.org.

It's just that no one uploaded the artifacts for 5.5.0 to download.kde.org 
yet.

Yep, that's definitely needed. It'd be nice to have someone telling the 
release team that the Windows version is working fine when e.g. releasing a 
new version.

That's best done in our IRC channel (see the contribution page on kdevelop.org 
for details).

Yes, the KDE on Windows team usually takes care of updating the Chocolatey 
packages. But that's usually only done when they're having the time to do so.
