Kdevelop4 4.3 and 4.6 runs like a pig on AMD Athlon(tm) XP 3200+

Not really. The editor is just katepart with additional highlighting
and completion models.
The whole system could get slow if it runs out of memory. Did you
check if there's enough memory? But 1GB should really be enough ...
especially with the background parser disabled.
