You need something called "kde-workspace-dev" or similar. When you run ccmake 
in your KDevelop build dir, make sure that you have something like

 KDE4Workspace_DIR                /usr/lib/cmake/KDE4Workspace                                                                              
 WITH_KDE4Workspace               ON
