Simplified ideal - why are empty docking areas not hidden?

Ok, I'm reviewing http://bugs.kde.org/show_bug.cgi?id=132460... since 
everything else has been blamed on bluecurve (sigh, why do I have to 
pick a broken style as my favorite? :-)), can someone comment on the 
sole remaining issue; why are empty docking strips not hidden (and can 
this be fixed for 3.4)?
