Debugging with KDevelop

What's needed is some form of context setting in the API so other parts can be 
notified when the IDE switches 'context' to 'debug mode' and so on.  I'm not 
sure how this should be implemented... do we let individual parts decide 
which contexts to show up in or do we let the framework decide somehow or do 
we make it configurable.  I don't know.
