To INSTALL or not to INSTALL? The question is : how usefull is it!

OK, it seams everybody agrees on these points:

- The current INSTALL file is pointless
- There should be a reference somewhere to the webpage
- A snapshot of the webpage should be also provided.

Now the real questions:
In which file wiil I add the info? README, INSTALL, 
PLEASE_PLEASE_README, TFM ?
