KDEVELOP_1_4: KDE_2_2_ALPHA now mandatory?

Falk, I know that it wont work properly but I need a little time to
finish the ctags stuff and for that I do need a working kdevelop. It's
not easy to change my current KDE to HEAD. I assume HEAD is not binary
compatible so I'd probably have to recompile everything, wouldn't I?
So, I have added the #ifdefs today but they shouldn't at all interfere
if the compiler option -DUSE_KDE_2_1_1 isnt set.
