KDEVELOP_1_4: KDE_2_2_ALPHA now mandatory?

Note that switching tool views on/off will not properly work with KDE <
2.2. I added functionality to kdelibs/kdeui/kdock* to make things
possible, although it's not finished in kdevelop itself. I wish I had
more time beside my job...
