KDEVELOP_1_4: KDE_2_2_ALPHA now mandatory?

HEAD is (supposed to be) binary compatible. If it isn't, it's a bug. But a 
HEAD program may fail to compile on the old kdelibs due to use of new 
functionality.

updating to HEAD kdelibs will cause a recompile of kdevelop though as the 
headers have been "touched".
