There are two reasons: 

a) Kdevelop 2.1 has a different version number so I wasn't sure if it really 
wants a KDE_ tag instead of a KDEVELOP_ tag

b) I actually can't tag it in an unique way because it needs different 
admin.tar.gz depending on for which KDE version you want to build. 

so either you use the current state which builds with KDE2, but then I find 
a KDE_3_0_BETA1 tag inapropiate or you tag a state which builds with KDE3, 
which will break the functionality for those who are using KDE2. 

the problem is if I commit the admin.tar.gz for HEAD to 2_2_BRANCH the 
2_2_BRANCH will be automatically broken for 2_2 users, which will therefore 
whine to you / me. 

If you can tell me a solution to this tagging problem I'm very happy to 
actually do it then, but I don't see any. Thats why I consider having "no 
tag" the best solution.
