Issues with decrypting

Afternoon,

I work at the Service Desk for Delta Dental of Missouri, and I have a team that is having trouble using the decrypting feature on Kleopatra, version 4.0.0.250402
2025-06-05.

We seem to be running into an issue where some members of the team can decrypt a message just fine with an encryption key but other members are unable to decrypt that same file with the same key. The ones that can't decrypt will get the error message:
"Used Key was not marked for encryption. WARNING: message was not integrty protected."
I have verified the subkey is marked with an 'e' for encryption as well.

We house the application on a terminal server and I've tried un/reinstalling the app and a reboot of the server. Also we've reimporting the certificates serveral times.

I'm unsure how to get the app to stablize and am wondering if you could give me some insight as too what might be affecting the app to preform sporadically.
