Hi,
I think it's best if you get in touch with g10 code GmbH (https://gnupg.com/)
who are providing the security solution GnuPG VS-Desktop which includes
Kleopatra for the German government. Citing gnupg.com: "GnuPG VS-Desktop is
approved by the German government to handle EU RESTRICTED (VS-NfD) data."
