I'm not a KMail developer, so my remarks are based partly on observation and
partly on conversations with said developers.
It seems to me that ~/.local is being used as the interface for akonadi-
capable applications to communicate with each other. In some cases, like
KAddressBook, if migration is successful the addressbook will end up as a new
resource in ~/.local/share/contacts/ - it doesn't destroy your existing
addressbook, and you can still choose to use that addressbook, forfieting any
advantages that akonadi has lined up for us. It looks as though the ground
has been laid for migrating mail, too, but as far as I'm aware, migration of
IMAP mail is not possible yet - it's certainly not in 4.3.90 (RC1).
In my opinion you would be unwise to delete any of those files and
directories. Instead, if you want to change anything, do it by enabling or
disabling in the akonadi console.
