Because kmail does not automatically save mail ids frm which it has received 
mail or which you sent mail to by manually typing them into the to field or 
just by replying to such ids. It does however list recently used mail id's.

AFAIK, the feature to automatically add email id's to the address biik 
currently does not exist.

It should be listed under recent addresses in the kmailrc file.
