Anyone can offer a bounty (i.e. money). You don't have to be a programmer to do
that.

It's a typical misconception among some users of open source software that
developers somehow owe you something. They do not. But it is well within your
power to offer incentives to developers in the form of money or something else
of value. Or, if you're a programmer, contribute a patch. Either alternative is
better than demanding action.
