[kdenlive] Switching to Bugzilla with Frameworks 5 version

A clean break on the bug tracking system sounds good to me. Lots of old
bugs raised that are better forgotten about.

We can put the word out that if you raised a bug that still troubles you
then re-raise it in bugzilla.

I am honoured to make the list of assignees.  I dunno what documentation
bugs might appear but I love documentation so I am happy with that role.
