Thanks, I found it.
However, you need a prefix determined by the mirror your are using.
ftp://ftp.kde.org/pub/kde/stable/4.3.1/src/extragear
and knoq-plugins is going to have a version:
konq-plugins-<version>.tar.bz2
Still wonder if there is a website somewhere.
