Free Open Source Software is not the same as commercial software. Developers
are largely unpaid and working in their own time. Everyone agrees that
documentation needs updating, and http://userbase.kde.org was created to help
that situation. It is a wiki, and all are invited to help. Sadly, we are
seriously lacking in volunteers.
As for "a requirement that says no new appropriate documentation then no knew
function" when you pay the developer you can make such a rule. Not before.
