Cannot configure kcmshell in English

In Kubuntu 8.04 with KDE 3.5.9 I am trying to view kcmshell in
English, however, when I run the application with the C locale I get
question marks instead of the word. Below is the console output of
running kcmshell in the default language, then two attempts at LANG=C
and LC_ALL=C:

Although the Hebrew displays fine when cut and pasted here, it is
unreadable in Konsole. I have given up trying to get Hebrew to display
as it should in Konsole a long time ago, and would like to get
kcmshell running in English. What must I do? Thanks in advance.
