Cannot configure kcmshell in English

KDE3 unfortunatelly does not respect these environment variables at all. You
need to use KDE_LANG=en_US (which would also work in KDE4, but so would have
LC_ALL=C).

Furthermore, neither KDE3 nor KDE4 will respect these locale variables for
other locale stuff, like numeric formats, etc. There only KDE configuration
counts.
