Default values for ~/.kde/share/config/kdeglobals?

Hummm... Looks like this creates another problem, on the permission side.

Now I'm really clueless. For now, the question amounts to: how can every user's
KDE use a global /opt/kde/share/config/kdeglobals instead of many individual
~/.kde/share/config/kdeglobals ?
