Default values for ~/.kde/share/config/kdeglobals?

AFAIK, default KDE behavior is as you describe. 
$kdeprefix/share/config/kdeglobals is what is used for all users' 
defaults, and is overriden by any individual user's entries in 
~/.kde/share/config/kdeglobals.
