Where and what do I need to configure so that apps like konqueror and kmail use 002 umask settings?

Ah, good, Debian here as well :)
I have the following two lines at the end of /etc/pam.d/login
and /etc/pam.d/ssh and /etc/pam.d/kdm
# set default umask
session optional pam_umask.so umask=002
