KDE's theme/style configuration file

There's gtk-qt, although that styles gtk apps with Qt themes, which I
suppose is the converse of what you want. Anyway, you can find it here:

I don't know where you can find all of the options (apart from grepping some
KDE sources). I'd suggest the following: set up a full KDE (libs, base, the
apps you want), and set it up as you want. Then just copy
~/.kde/share/config/* and maybe ~/.kde/share/apps/* to the new user
account. There's also a way to change settings for all users. See:
