starting KDE on cygwin

I used to use KDE under cygwin but for some reason I decided to reinstall everythin. But since then I could'nt run KDE anymore.

the first error message that appears is while executing kreadconfig.exe 
the message (translated from french) is the following: "entrance point of the procedure _ZN12QApplication11globalStrutEv in the library of dynamic links cygqt-mt-3.dll.
Here are the things I tried:
- I rebased everything (rebaseall -v)
- I reinstalled the last version of
