konstruct can't find bzip2 headers

I am not able to install the dev package for libbz2, on the system I am 
compiling on, but I have compiled my own version of bzip2 and installed it in 
~/local

The include file is in ~/local/include

How can I make konstruct find this include file instead of the original one?
