How to change the panel's icon size?

My KDE panel is sized as Small. Despite that, left side icons (on the
"quicklaunch" area) are shown as 22x22 and look blurry.
I would like them to be 16x16. But at the only place in Control Center where
that could be set (Icons -> Advanced -> Use of Icon: Panel), the Size
setting is greyed out. Why is this greyed out? And where can I change the
panel icon size?
