How to change the panel's icon size?

Try this: 
Right click on the panel
You should get the configure panel GUI
Select: 
    Layout > 
        Arrangement > 
            Size 
You can change the size here, either with the drop down menu, or with the 
slider, or by editing the number of pixels.
