don't bind shortcuts but pass them into window... VNC

I'm not one of those KDE specialists you mention, only a user. But, anyway, 
I'll do my best to help you. I have a strong feeling that the feature you are 
asking for is not available in kwin nor KDE. Do you still need the shortcuts 
to work when you are working locally? Have you tried completely disabling 
shortcuts locally so that keypresses get sended through your VNC cliente to 
the remote session?
If this doesn't fit you requirements, maybe there's no solution in KDE and all 
you could do is to file a wishlist report at http://bugs.kde.org
