kdebase cant find kconfig_compiler

need some help bad on this one.

compiled qt-3.2.2, got arts to compile finally, kdelibs-3.2.2, and  
kdevelop-3.0.3 . now having problems with kdebase. it cant find 
kconfig_compiler. i figured it would be in with the kdevelop stuff. 
appearently it isnt.

what went wrong here and how do i fix it?
