bookmark scrollbar

Does KDE have an option to bookmark scrollbars so that one easily navigate 
back and forth in long documents. A neat implementation for specific 
applications is shown on clearjump website.

Also there is mention of including similar feature in JX Application 
Framework.

If bookmarking of scrollbars are provided as a window manager feature itself 
then it can be used across all applications.
