How do i predefine the new-users-KDE?

I want to preconfigure the new user Desktop, without the wizard.

In details i want to predefine following attributes:
- The wallpaper
- The font/language/encoding...
- The sizes
- The sounds
- The layout (icons, themes, etc..)
- The menu

Is there perhaps a Howto in the internet somewhere for this individualization 
of KDE3.2?
