KDE Menu Items - installed but missing?

Just wondering if anyone knows why when I install a apt-get from ed's 0.3.1
or cygwin kde3.1 It seems to be missing the actual menu items, like
openoffice that I know I installed in debian's distro but it did not add its
kde 'start menu' item?
