I am still using 3.0.4. On my box this is configured via kcontrol.

"File Browsing" ==> "text" ==> "html"

Then you see on the right half of the window the file associations for the 
text/html mime type. Your mozilla is probably called with a "%f" parameter. 
Change that to "%u".
