I hope and think these symbols ~/ mean that are user dir or root dir.
So, I'm logged always like root, for studing system and 'cause I don't 
have line at home, only in office.

I've searched files like .bashrc, they are attached.
Files named with x. must be considered without x; x was added only for
sending. Originally they were with dot

But in no file I've founded

LANG=it_IT.UTF-8
LC_CTYPE="it_IT.UTF-8" 
etc. 
etc. 
etc. 

so very please tell me exactly which file I must modify,
and how...

need only to add "LC_ALL=it_IT at euro"??

Where??

If LC_ALL would be set then it would override all other values. Anyway, 
try if adding
  export LC_ALL=it_IT at euro
to your ~/.bashrc helps (you need to re-login after changing the .bashrc 
file).

Because of the UTF-8 in your locale KDE programs seems to treat the file 
contents and file names as utf-8. But apparently they are not utf-8 
encoded but iso-8859-1 (old western european encoding) or iso-8859-15 
(new western european encoding, with Euro symbol, etc.).
