There are never any .html files, they are cached up into the index.cache.bz2 
files.  Do you have bzip2 installed? (and bunzip2 if it's separate.)  You 
probably need libxml2 and libxslt as well, as a fallback in case the cached 
documents are not there either.

Are the docbook files installed in /usr/share/doc/HTML/en/<appname>/ or 
directly under the en/ - and if directly under, what are they called?

Do you have the binary "meinproc"? Does it run? If yes, can you run it on one 
of those docbook files?  

If you can run meinproc, do you get HTML pages output in the current 
directory? If not, do you get errors? Don't panic if you get hundreds of 
them, they usually boil down to the first couple of lines, but I'd like to 
see those first couple.

If you can't run meinproc, is that because it's not even there, or is it 
because it's broken (doesn't run)?

Can you tell me what $KDEDIR (and/or $KDEDIRS) is set to?
