kde 3.1 and Conectiva Icon Theme 1.0

The icon theme is probably not complete and it probably doesn't inherit 
missing icons from the default icon set.

Try if adding
  Inherits=hicolor
to the index.desktop file which belongs to this icon theme fixes your 
problem.
