Chinese keyboard layout with germany keyboard

Hi,
I am looking for a way to bind Chinese (TW or CN) keyboard layout to write a
letter in Chinese from time to time. Is there a way to get similar results
as with Chinese IME under Win9x/2000 ? The translation of the desktop seams
to work, but the input doesn't.
