Where should I report this bug?

Start 'xev' from Konsole and watch it's output when you do what you have 
to do in order to provoke the bug. If xev tells you that it received 
something like this:

KeyPress event, serial 27, synthetic NO, window 0x2e00001,
    root 0x3a, subw 0x0, time 263393739, (554,590), root:(603,616),
    state 0x0, keycode 49 (keysym 0x60, grave), same_screen YES,
    XLookupString gives 1 characters:  "`"

although you didn't hit the ` key then the problem is probably in the 
keyboard driver of X.
