You don't have to rebuild Qt.  You should use either HEAD or 
QT_3_1_0_RELEASE to check out Qt.

Lets get this straight.

You executed:

	cvs up -rKDE_3_1_0_RELEASE

and now your: "Makefile.cvs" has disappeared.

Do you have an: "admin/" directory?

If so, you could try to start it manually:

	make -f admin/Makefile.common cvs
