Hi Nate,
This is something that has dragged on for many years now with CiviCRM with
it having countless and numerous issues - especially with payment providers
such as PayPal.
The KDE e.V. has worked with several different consultants on this over the
years, however we've never got any traction on resolving our problems.
Having deployed updates to CiviCRM myself, I have very little to no
confidence in the quality of the code and am not surprised at all at how
broken it is.
(I won't say anything further on it, as i've nothing nice to say about
CiviCRM from my dealings with it)
Unfortunately the PayPal account is something only the Board has access to,
so it is really quite impossible for anyone but a board member to
investigate what has happened on that end in this case, which will be why
nobody else has yet to reply to this.
The ultimate fix for this is for us to move away from CiviCRM to something
else which is actually fit for purpose and works properly.
