dbgview should be enough, the error about not finding the bus is enough.
A good test application is kdeinit4.exe which should bring up the
dbus-daemon.exe (the one providing the bus).

This could be a problem. dbus is a local network application, so the
application might have been blacklisted somewhere.

That should be enough.
Please do the following now: try to find if your AV suite somehow blocks
dbus. If you cannot find anything, try to disable your AV completely
(even if you must disconnect from the net for that).
If you have the time again, you can also come on IRC (you just must wait
a little bit longer ;-)).
