Empty Applications List!

I just run installer version 0.9.6-4, choosed download only, choosed an 
install root and a temporary folder, choosed the proxy type and 
selected  http://www.winkde.org/pub/kde/ports/win32/releases/ as 
download source. Then I saw a list of several stable and unstable 
release. I selected stable latest and saw a list of packages in end user 
and package manager mode.

I'm not sure, what you mean with "its configuration" - are you refering to
1. the main installer config in %APPDAT%/kde/installer.ini
2. the install root related config in <install-root>/etc/installer.ini
3. the package related file lists (mft) located in <install-root>/manifest/
4. the main package configuration (config.txt) located on specific 
release dir of a download server ?

What is the benefit of using such an embedded database ?
