'Porting Guidelines to MS Windows' document has moved

Hello in the KDE 4 era!
'Porting Guidelines to MS Windows' document (which I have published while 
working on kdelibs3.2/win32) has been moved from wiki.kde.org to the TechBase[1].

Thanks to ananth123 for migrating the markup to Mediawiki.
I have not checked the text for obsolete infromation (will do), but as most of 
the notes still look OK.

Hope it will be usable for someone.
